Astronauts and ground controllers are looking at apparent damage to the International Space Station P6 4B solar array spotted by the crew during deployment. NASA halted the deployment of the solar array wing to evaluate the damage. Deployment is about 75 percent complete with 25 of 31 bays deployed.

The crew has been asked to photograph the area on the solar array wing and downlink the images to the ground.

Shuttle Discovery is presently docked to the ISS during mission STS-120.

Canadian Prime Minister Stephen Harper has proposed a bill that would allow Canadians to vote for Senators. Such a change requires an amendment the constitution, however, the government believes that Harper’s proposal bypasses the need for constitutional change.

Traditionally, the Prime Minister advised the Governor General on who to appoint to the upper house. The Senate reform bill, however, would allow citizens in a province or territory to vote in a preferential ballot which would advise the Prime Minister on whom to recommend for appointment to the Senate.

Senators would campaign like any other politician. Voters in their province that has a Senate vacancy would cast ballots for their favorite candidate at the same time as a vote in a general election.

The only provinces that actually has had Senate elections are Alberta and British Columbia. In 1989, then Prime Minister Brian Mulroney appointed Stan Waters to the Senate after he was elected in an Alberta-wide vote to fill a vacancy in the upper house.

Alberta Premier designate Ed Stelmach says he agrees with Harper’s proposal.

“I believe what Prime Minister Harper is doing is opening up consultation in terms of how to bring about Senate reform and we’re going to work with him,” said Stelmach in Edmonton, the capital of Alberta. “We have been supportive of Senate reform for many, many years and will continue to do so. I’m awaiting the details of his proposals.”

“This bill will allow us to move to a new era in Canadian democracy,” Harper told the Conservative Party at their last meeting before Christmas break, which was held publicly.

“For the first time, it will let the prime minister give Canadians the decision on who represents them in the upper house.”

“Imagine that. After a century and a half, democracy will finally come to the Senate of Canada,” Harper said in a speech to members of the Conservative Party. “If need be, we’ll use a plurality (first-past-the-post) voting system at first, and then move to a preferential system of proportional representation,” Harper said.

Harper has already introduced a bill which will attempt to limit the terms of senators to eight years. The 105-member Senate is currently dominated by the Liberals.

“Many Albertans I’m sure will share my view that it will not be good for the province to have an elected Senate as long as we don’t have a constitutional change on the number of senators by province,” Liberal leader Stephane Dion said.

If the bill fails, Harper is expected to campaign on the issue in the next federal election, which is expected next year.

Israeli Prime Minister Ariel Sharon underwent emergency surgery at Hadassah Medical Center in Israel to treat intestinal damage revealed by a recent computed tomography, better known as a CT scan. The Chief Surgeon said, “Sharon is out of danger, for the moment. His condition is stable and the surgery was a success.” Sharon is currently in the Intensive Care Unit (ICU) of the hospital.

Yesterday doctors treating Sharon had noticed a swollen abdomen and ordered a CT scan on his torso and found the damage to his intestine. Later tests had shown that part of the large intestine had developed necrosis and needed to be immediately removed.

Hospital director Shlomo Mor-Yosef stated a press conference that there were “no complications” during surgery. “His (Sharon’s) key problem is lack of consciousness. There is no significant change in his condition. Doctors did not find any occluded artery and there were no blood vessels blocked. He is stable but in critical condition at this time and he is in no immediate danger at this moment.”

Yosef also said that Sharon’s sons and family had met earlier and decided to go forward with the surgery and treatment.

Doctors removed at least 50cm of Sharon’s large intestine.

Yosef also said that possible reasons as to why Sharon’s intestine was damaged were, “maybe infection or decline of blood supply to the intestine.” Yosef also said that the surgery was both a “routine procedure” and “not a dramatic” one. “Hospitals perform these operations sometimes two or three times a day,” he added.

Yael Bossem-Levy, a spokesman for Hadassah Medical Center said earlier that, “the prime minister’s life is in danger. His condition is now very serious, or critical. Sharon’s digestive tract has undergone severe deterioration while he’s been unconscious, and there appears to be a blockage in his blood circulation. The restricted blood flow raised the possibility of necrosis, or death of tissue, in the intestines.”

Levy also stated that Sharon’s condition has “deteriorated to its most critical point since his admission.”

The 77 year-old leader has been hospitalized since January 4th, after suffering a massive stroke which left him comatose. This is his seventh surgery since his hospitalization.

Sharon has been hospitalized for thirty-nine days, and has been on a feeding tube for two weeks.

On Friday Ford Motor Company announced the United States Department of Justice was performing a criminal investigation of Ford’s internal emission testing practices. Ford said in a financial filing to the U.S. Securities and Exchange Commission that the criminal investigation started on some unspecified date after Ford voluntarily disclosed the matter to the federal government on February 21.

Ford said in their filing the matter “currently focuses on issues relating to road load estimations, including analytical modeling and coastdown testing”, and “does not involve the use of defeat devices” which were an issue with another automaker previously.

“Ford is fully cooperating with the government, and we’ll keep them posted on what we’re finding through our investigation and technical review”, Ford told The Verge. In the filing itself Ford also made this point, writing “In addition, we have notified a number of other state and federal agencies. We are fully cooperating with all government agencies.”

In February, Ford announced investigating itself, following employee concerns that emission testing calculation could be inconsistent. The employees were reportedly concerned about the calculation of “road load”, a measurement of ordinary resistance factors such as tire resistance and aerodynamic drag.

Ford started its investigation by hiring law firm Sidley Austin, according to The Verge.

According to the filing, Ford voluntarily disclosed this matter to the U.S. Environmental Protection Agency on February 18, and also to the California Air Resources Board on February 21.

Preparation

The first thing to remember is that every dog is different. Not only in shape and size but also in terms of temperament and health. Clearly then it is necessary that you assess your dog before you commit to having it transported. Take in consideration the behaviour your dog exhibited when it was last transported.

You will need to make a visit to the vets to have your dog checked that it is properly vaccinated and healthy enough to cope with being transported. Shipping a sick dog is always best avoided as transport can worsen a pre-existing condition. Dogs can car sick as well, so it is likely that the vet may suggest using a sedative to calm down your dog when it is being transported!

If you are providing the kennel make sure you clearly mark the dogs name, your name, address and telephone number. If your dog has any tags or identity collars put them on before it is transported.

Fed and Watered

Make sure your dog is fed five or six hours before being transported. Regardless of who is transporting your dog, he or she will need a bowl of water during transit. Your dog will feel less agitated if it has few home comforts such as its favourite toy and few snacks.

When you move house

If you are moving home and bringing your dog as a consequence you need to research whether your new place is dog friendly. If it is a new apartment then you need to check with the owner or landlord whether animals and specifically dogs are permitted. Some places will ban particular breeds so it is important to specify what breed your dog is. Also, there may be a cap on the number of pets allowed in any one property.

If your dog is moving with you when you move house it is best to know what day the removals company will be coming. Your dog should then be kept at a friends or at kennel and transported after the removal company has loaded and unloaded all your possessions.

Your vet will be best source of information when it comes to working out whether your dog will have any special requirements and they will also be able to give a copy of the dogs veterinary records.

In the United Kingdom, courier services that transport dogs are obligated to be licensed with DEFRA. Also be sure to investigate their levels of experience with dog transportation as well as their insurance cover.

Your doggy courier should be given the fullest amount of information available. It is important that the courier knows the dogs breed, size, temperament and other special requirements. Not all transporters will have their enclosures at hand and if this is the case, obviously you will need to provide you own.

Remember reward your dog and give it a treat when it arrives at his destination; car journeys are not the most fun experience for dogs.

A 54-year-old German farmer who lost both arms in a farming accident six years ago has become the first patient to receive a complete double arm transplant. The patient, whose name has not been released, underwent the operation at the Klinikum rechts der Isar, part of the Technical University of Munich (Technische Universität München), last week; he is said to be recovering well.

The operation lasted 15 hours and was performed by a team of 40 specialists in Plastic Surgery, Hand Surgery, Orthopedics and Anesthesiology, under the direction of the head of the Plastics and Hand Surgery department, Prof. Hans-Günther Machens, Dr. Christoph Höhnke (Head of Transplants, Senior Physician; Plastics and Hand Surgery) and Prof. Edgar Biemer, the former Chief of Plastic Surgery at the Clinic.

In a press statement released by the clinic, it was revealed that the patient had been thoroughly physically checked and had psychological counselling prior to the surgery to ensure he was mentally stable enough to cope with the procedure. Since completion of the surgery, the patient has been on immuno-suppressant drugs to prevent rejection of the new limbs.

Following the surgery, the press release from the clinic’s press manager, Dr. Tanja Schmidhofer, included the following statement:

The flow of blood was [re-]started in intervals of 20 minutes because the anaesthetists had to make sure that the patient would not suffer from the blood flowing back from the transplanted parts. No significant swelling was seen, nor indeed any ischemia (lack of blood flow to the tissues). This is a testament to the surgeons who established a fully functioning blood flow…the main nerves, the Musculocutaneus, Radial and Ulnar nerves were all attached and sewn together, and finally an external fixator was applied, with pins in the lower and upper arms, avoiding the risk of pressure points and sores. The operation was successfully completed after 15 hours.

Without the immuno-suppressant drugs given to the patient, the risk of there being a Graft-versus-Host Reaction or GvHR, would have been significant due to the upper arm containing a large amount of bone marrow, consisting of ICC’s or Immuno-Competent Cells, which would have triggered a near total rejection of the new limbs. A GvHR is a condition which results in the cells from the transplant attacking the immune system of the body.

Indications from the clinic suggest that the double attachment went well, although it could be up to 2 full years before the patient is able to move the arms.

The donor arms came from an unnamed teenager, who is believed to have died in a car accident.

The JLG factory announced in April 2009 that it will fire 53 of its 163 workers by the end of 2009, while the remaining 110 jobs will not be secure over the next 2 years.

JLG Tonneins was acquired in 2006 with its parent JLG Industries, a maker of aerial work platforms, by the U.S.-based Oshkosh Corporation. Despite being hugely profitable in the past, production has been much reduced since 2008 with the contraction of the construction industry and lower demand for its products. Despite excellent past results the new American management demanded sweeping cuts at the company.

In the view of locals, “the company’s actions are a disgrace given the expensive perks, such as official cars, for its corporate fat cats, compared to the sacrifice, silence, and dignity demanded by the company of those it has made redundant.”

The management offered severance pay of 3,000 (US $4,200), however the workers demanded a severance package commensurate with “the wealth that their labor has generated.” Worker’s delegates requested a “supra-legal” payment of € 30,000, on Thursday 16 of July the management responded with a counter offer of € 16,000. On Thursday night the worker’s actions secured the € 30,000 settlement initially demanded.
