Over 60 dead in Kenya cholera outbreak, state issues alert

State health officials in Kenya issued an alert Thursday after an outbreak of cholera killed over 60 people in the last five months. All health personnel have been advised to actively monitor patients with diarrhea, and the government issued a ban on preparing and eating food in public gatherings.

Nyanza Province, with 750 infections and 45 deaths, has felt the brunt of the outbreak. Over 1,200 cases have been reported in the provinces of Nyanza, Rift Valley, North Eastern and Western. According to Agence France-Presse, officials have reported 45 people dead in Nyanza Province, 12 in North Eastern Province and seven in Rift Valley Province. Health officials have stated that the actual number of deaths due to the outbreak could be higher due to under reporting.

The mass movement of people during the post-election crisis may also have contributed to the outbreak of the disease as people found themselves in areas with inadequate water and sanitation facilities.

SK Sharif, senior deputy director of health services in Nyanza, commented on contributing factors to the outbreak: “The mass movement of people during the post-election crisis may also have contributed to the outbreak of the disease as people found themselves in areas with inadequate water and sanitation facilities”.

Health workers are working to contain the outbreak, and are focusing efforts on areas affected by violence related to the December elections. Suba, Migori, Homabay, Rongo, Siaya, Kisumu, Bondo, Nyando, Kisii, Wajir, Mandera, Naivasha, Nakuru and Bunyala are among the worst affected districts.

The possibility of a disease outbreak in Kenya was previously raised by health officials, specifically in camps where hundreds of thousands of displaced people reside. Revenge killings, tribal fighting and upheaval following the December elections in Kenya has displaced many in the country.

Titus Mung’ou, spokesman for Kenya Red Cross Society, told Agence France-Presse “We are trying to reduce the prevalence of the mix up that may happen by scrutinising food donations that are brought in the camps, but mostly we are ensuring that all the water is well treated”.

In a news conference Thursday in Nairobi, Director of Medical Service Dr. James Nyikal said that if urgent measures were not undertaken to control the outbreak, it could become much worse. “Most deaths occurred at home or on the way to hospital,” said Dr. Nyikal. Medicines worth KSh17.3 million (GBP 2.4 million) and other equipment worth KSh700,000 (GBP 5,700) has been sent to the affected areas. The Kenyan government has allocated KSh38 million (GBP 11.75 million) to contain the outbreak.

Boiling drinking water or treating water with chlorine and practising good toilet manners are necessary to avoid contamination.

On Friday the Health Ministry requested aid from the United Nations Children’s Fund, and Dr. Nyikal stated: “Health workers are a problem and we have written to Unicef, requesting assistance. Already some staff have been dispatched”. Dr. Nyikal voiced concerns over high risk areas: “We are particularly concerned by risk areas such as eating premises and bus stops in major towns such as Busia, Kisumu, Kericho, Nakuru, Naivasha, Nairobi, Voi, Mtito Andei and Mombasa”.

World Health Organization Country Director Dr. David Okello emphasized the importance of hygiene, stating: “We need to emphasise the importance of water safety and the public needs to adopt the measures of keeping water safe.” Dr. Okello stressed that “Boiling drinking water or treating water with chlorine and practising good toilet manners are necessary to avoid contamination”.

Cholera is a waterborne disease and causes serious diarrhea and vomiting. The disease can be fatal if it is not treated within 24 hours. Spread of the disease can be prevented by avoiding contaminated drinking water, and practicing proper hand washing before touching food. Southern Sudan also reported an increase in cholera cases recently.

Following fears earlier this month that, in Britain, flu vaccine would not be available for all those due to be vaccinated this autumn, a contributor to the British Medical Journal now wants resources diverted from vaccination towards research to establish the efficacy of vaccination.

There have been warnings that production problems have delayed delivery of sufficient vaccine to complete the programme on time. The Department of Health had said there should be enough doses in the long-term but some patients would have to wait. This is the third year in which this problem has arisen.

Now writing in the British Medical Journal, Tom Jefferson, a coordinator at Cochrane Vaccines Field, Rome, calls for resources to be diverted from vaccinating people to research into the value of vaccination. Criticising the present policy, calling it “availability creep”, Mr. Jefferson says that “it uses up resources that could be invested in a proper evaluation of influenza vaccines or on other health interventions of proven effectiveness”.

Another paper, of which T. Jefferson is a co-author, accepts that vaccinating the elderly in institutions reduces the complications of influenza and vaccinating healthy persons under 60 reduces cases of influenza.

Scottish police have arrested a man and a woman after finding Britain’s largest ever stash of Gamma-butyrolactone. The man in charge of the operation, Graeme Pearson, director of the Scottish Crime and Drug Enforcement Agency, called the find “the most significant discovery of the drug in the UK.”

Denise Caron MacPherson, 45, and Hanan Rabin, 53, have been charged with exporting the drug, also known as GHB, to the United States between 19 April and 24 May. The news of the Scottish factory comes as a US study found drug use was involved in two-thirds of sex attacks, while 5 per cent were given an actual “date rape” drug.

Graham Rhodes for The Roofie Foundation, a helpline for victims of drug rape, said: “I am very relieved this has been recovered as in the wrong hands it is very dangerous. Not only is it used to spike the drinks of people to rape them but it’s also used to assault and rob people.”

Used by ravers, robbers and bodybuilders, the base chemical (gamma-hydroxybutyrate) was taken during a raid on a house and business in West Lothian. The haul would have been put on the United States illicit drug market and sold for fun and more sinister purposes.

In its non-powder form GHB is barely detectable: clear and having no smell it can be particularly potent with a few drops mixed into an alcoholic drink. Once a sufficient amount of the salty liquid has been ingested the victim can be knocked out within an hour.

While GHB is known both as “liquid ecstasy” and the date rapist’s “Plan A”, the versatile compound is also used by body builders instead of anabolic steroids, by dieters and as a sleeping aid.

In Britain, GHB is a “Class C” drug which means making it, holding it and selling it is punishable with up to two years in prison. The effects of rape, for which the drug is reportedly used, can last a lifetime. Jane Cumming, from support group Crisis, said she received an average of 4 calls a week from people claiming to be victims of date rape.

The pair, who were caught in Livingston, were accused of distributing the drug in Scotland from MacPherson’s house around the same time as they were exporting to the United States, while MacPherson was also charged with Cannabis possession.

The mystery of the location of a viewpoint used by English painter John Constable has been solved, after nearly 200 years. The Stour Valley and Dedham Church was painted in Suffolk, England, between 1814 and 1815, but changes to the landscape meant that the spot he chose was not known, despite the best efforts of historians and art experts.

Now the puzzle has been answered. Martin Atkinson, who works for the National Trust as property manager for East Suffolk, used clues from the painting and looked at old maps to track down the viewpoint. Trees had grown, a hedgerow had been planted and boundaries had moved or disappeared, but Atkinson eventually worked out where Constable had stood. He said, “When I discovered that I had worked out the location where Constable painted this particular masterpiece, I couldn’t believe it. All the pieces of the jigsaw finally fitted together.”

Atkinson used an 1817 map of East Bergholt, where Constable grew up, as a reference point, but found that the view would have changed not long after the painting was completed. “The foreground didn’t fit at all, it was quite unusual as we know Constable painted it in the open air so he would have been standing in the scene. The hedgerow in his work no longer exists and there’s another hedgerow that runs across the scene today which wasn’t there. When you stand on the road on which he would have stood, and use the oak tree as a reference point, you see the same view. It’s great to see where an old master stood – and be inspired by the same view,” he said.

Suffolk, where Constable painted many of his finest paintings, is often called “Constable country”. Most, but not all, of the locations that Constable depicted are known. The picture is now housed in the Museum of Fine Arts, Boston, Massachusetts.

Wikinews has learned at least six of the United Kingdom’s main Internet Service Providers (ISPs) have implemented monitoring and filtering mechanisms that are causing major problems for UK contributors on websites operated by the Wikimedia Foundation, in addition to 1,200 other websites. The filters appear to be applied because Wikimedia sites are hosting a Scorpions album cover which some call child pornography. Scorpions are a German hard rock band who have used several controversial album covers and are perhaps best known for the song Rock You Like a Hurricane.

The measures applied redirect traffic for a significant portion of the UK’s Internet population through six servers which can log and filter the content available to the end user. A serious side-effect of this is the inability of administrators on Wikimedia sites to block vandals, and other troublemakers, without potentially impacting hundreds of thousands of innocent UK contributors who work on WMF sites in good faith.

The filtering is in response to the Internet Watch Foundation‘s list of websites that host content reported to contain inappropriate images of naked children. The IWF considers those images child pornography. However, in the United States, where the websites of the Wikimedia Foundation are hosted, it is not considered obscene under the criteria of the Miller test, which requires that an obscene work lack “serious literary, artistic, political or scientific value” – as album art is used to “brand” the album, it is considered to be artistic.

Contributors or individuals attempting to view an affected image or file, depending on their ISP, may get a warning saying, “we have blocked this page because, according to the Internet Watch Foundation (IWF), it contains indecent images of children or pointers to them; you could be breaking UK law if you viewed the page.” Other ISPs provide blank pages, 404 errors, or other means of blocking the content. Due to a configuration mistake at one Internet service provider, some users have reported being totally unable to access Wikimedia sites to the Wikipedia technical help desk.

“The Protection of Children Act 1978 as amended in the Sexual Offences Act 2003, makes it an offence to take, make, permit to be taken, distribute, show, possess with intent to distribute, and advertise indecent photographs or pseudo-photographs of children under the age of eighteen. The ‘making’ of such images includes downloading, that is, making a copy of a child sexual abuse image on a computer, so, in the UK, accessing such content online is a serious criminal offence,” says the IWF on their website in an article updated on November 28. The IWF say there are at least 800 to 1,200 websites on the list of those who host or contain offensive material. The list is not public and the IWF never notified Wikimedia Foundation about the blocking of Wikipedia content. The affected page does not display any message informing the user about blocked content on most ISPs, instead, a technical error message is shown.

However, Demon Internet redirects users to a block message on the IWF’s site explaining that the page was blocked as the organization suspects child porn or links to it to be present. The IWF states that, “we do not notify site owners that their websites are on our list.”

The concern for Wikimedia is for some images like an album cover from a 1976 record of the Scorpions titled Virgin Killer. It displays an underage girl, posing nude, with a lens crack crossing over her genitals, but nothing blocking out her breasts. The girl appears to be around ten years old. In the U.S., the band later replaced the image with one of the group. The cover was uploaded to Wikipedia in 2006, but Wikinews learned that on May 9, 2008 at (21:17 UTC), despite a result of strong consensus to ‘keep’ in a deletion request, the image was deleted, however for a different reason. It was deleted due to a claim by an administrator that it violated Wikipedia’s policy for dealing with copyrighted images, which require that any images used under the doctrine of fair use must alongside other criteria, “significantly increase readers’ understanding of the topic, and its omission would be detrimental to that understanding”, with the administrator claiming that the article “lacked meaningful discussion” of the album art. This result was overturned using the deletion review process. Earlier, on December 6, the image was put back up for a deletion request, but it was later closed as Wikimedia “does not censor”.

Another image that is questionable could be a screenshot from the 1938 film Child Bride. Its goal was to bring to light the attempts at banning child marriages. In the article on Wikipedia, a screenshot appears of then 12-year-old Shirley Mills partially naked after skinny dipping. In the photo, at least one of her breasts can be seen.

Other albums featuring nudity below the age of sixteen have previously caused controversy; Blind Faith attracted criticism as did Houses of the Holy, and Nirvana’s Nevermind.

Multiple companies have gone public stating that they implement the recommendations of the Internet Watch Foundation. Not all of these are known to have implemented measures against Wikimedia sites; the major UK ISPs thought to have affected Wikimedia sites are Telefonica O2/Be Unlimited, Virgin Media, Easynet, Plusnet, Demon, and Opal Telecommunications (TalkTalk).

Wikinews has contacted Wikimedia’s legal counsel, Mike Godwin and the IWF for a statement, but neither have replied as of this time.

An aide to ousted Honduran President Manuel Zelaya said that a deal designed to end the country’s political crisis has failed, after interim leader Roberto Micheletti announced the formation of a new cabinet.

Micheletti said late on Thursday that he is installing a national unity government without the participation of Zelaya, who has declined to name any cabinet members. The two signed an agreement last week to resolve the four-month political standoff. A new government was set to begin Thursday.

Zelaya warned on Thursday the accord was at risk of collapsing unless the Honduran Congress held a vote to restore him to power immediately to serve out his term that ends in January. Honduras elects a new president on November 29.

Congress must vote on Zelaya’s restitution, but has not yet done so. The recently signed pact does not stipulate a deadline for the Congressional vote.

The United States, a major broker in the mediation efforts, said this week the next step in the political crisis is up to Honduras. The governments of several countries have threatened not to recognize the presidential elections if Zelaya is not first returned to power.

Zelaya was ousted in a military-backed coup in June, but returned to Honduras in September, where he has taken refuge in the Brazilian embassy in Tegucigalpa.

Two of the most popular ways to show off real estate are videos and virtual tours. But did you know that interactive floor plans are more effective and a better value for your money? I’ll tell you why.

I have nothing against well-produced videos and virtual tours. They can give you a realistic and detailed view of interior spaces, almost as though you were standing inside a room looking around in person. If you have the budget, by all means, utilize these mechanisms to supplement your listings. Just don’t rely on a video or virtual tour alone to convey a property to prospective buyers. Why? Because they don’t present the entire picture like a floor plan does.

Think for a moment about how you use the internet today. If you are like most people, you spend seconds, not minutes, deciding whether to continue looking at a page or move on to another site. Home buyers are no different when looking for a property. They want to know at a glance if a particular listing warrants their attention. If they have to sit through a video presentation for every listing on your site, they are going to go to one of your competitors. But if your site has interactive floor plans, they’ll stay longer and keep looking at what you have to offer.

Why are interactive floor plans so effective? Because they allow viewers to immediately see the entire property – how the rooms are laid out, how big they are, and where windows and doors are located – and also zoom in on what’s important to them. For one buyer it might be the kitchen, for another it’s the bathrooms, or a workshop. Move your mouse over the kitchen to see a photo and read that the counter tops are granite and the cabinets are Cherry. You can’t do that with video or virtual tours.

The very nature of videos and virtual tours is that they are sequential. You have to sit through them until you see what interests you. Imagine if you went to a restaurant and had to watch a video to learn what was on the menu. That might work if you were only interested in appetizers, but what if your delight is desserts – you’d have to sit through the whole thing just to get to the good part. Also, it’s harder to get back to something you are interested in, but with an interactive floor plan you can go where you want with a flick of your mouse or touch of your finger on a mobile device.

Another big advantage of floor plans is that they allow you to see how rooms relate to one another. It’s obvious that the kitchen is connected to both the dining room and the family room, but with a video, you only see one room at a time and can’t easily tell how rooms connect or the relative sizes of the rooms. And neither video nor virtual tours work well in small spaces like a powder room or walk-in closet. There just isn’t enough room to move a camcorder around, but a still camera with a wide angle lens will do the job nicely.

Quality is another factor to consider when choosing multimedia marketing tools. Anyone who has ever taken a home video can tell you how easy it is to make a bad video and how hard it is to make a good one. The camera shakes, the sound is poor, the focus is bad and the lighting is too dark or too bright. While not everyone is Ansel Adams with a still camera, most of us can take a decent still photo with a good quality point and shoot model. And that’s all you need to create an interactive floor plan – no need for a lot of special equipment to produce professional results.

After a 244-year span in print, the Encyclopædia Britannica will discontinue its published volumes.

With less than 1% of revenue coming from print versions, Jorge Cauz, Britannica’s president, indicates there simply is not sufficient demand for the print publication. In the last 11 years demand has plummeted due to competition from Wikipedia and Britannica’s own digital version.

With a $1,395 price tag for the print version, many people have switched to the online version of Britannica or free sources such as Wikipedia. Critics of Britannica are often quick to point out that Wikipedia is regularly updated by tens of thousands of users on a wider range of topics. Britannica remains confident that their customers will appreciate their style of articles and the expert contributors.

Britannica peaked in sales in 1990 with 120,000 sets sold. The 2010 edition will be the last in print and has sold 8,000 sets to date; with 4,000 sets remaining.

Taiwan’s former President, Chen Shui-bian (???), has been conditionally released on bail, some ten hours after he was indicted for corruption. Speaking to media at the Taipei District Court, he said: “I want to thank my lawyers, members of the Democratic Progressive Party and my supporters who have given me huge encouragement. I am grateful to those who cared for, supported and looked after me so I could get through the hardest and loneliest 32 days of my life in prison.” He earns the historical distinction of being the first ex-president of the Republic of China to be indicted for criminal offenses and could suffer life imprisonment if convicted.

Along with 13 other family members and close associates, including his wheelchair-bound wife, son Chen Chih-Chung, and daughter-in-law Huang Jui-ching, Chen was indicted Friday on charges of embezzling government funds and laundering money or ill-gotten bribes. The panel of three judges ruled he should appear at future court hearings and must not leave the country nor change his address.

Prosecutor Lin Che-hui accused Chen of having “embezzled 104 million New Taiwan dollars ($3.12 million) from a special presidential fund, and received bribes of $11.73 million in connection with a government land procurement deal and a separate construction project; the damning piece of evidence was the presence of NT$740 million ($22.2 million) in cash stashed in a Taipei bank safety vault held by the Chens.” Yuanta Securities director Tu Li-ping said, “she hand delivered NT$200 million ($6 million) in cash to Wu at the presidential residence in 2006 on behalf of executives of an affiliated bank; the money was an incentive for Wu not to interfere with a merger the bank was pursuing.”

Chen insists on his innocence. Contradicting the 100-page indictment, he said that “the $21 million his wife wired to their son’s Swiss bank accounts came from leftover campaign donations. Taiwanese law permits such donations to be kept by political candidates.”

In 1975, Chen married Wu Shu-chen (???), the daughter of a physician. The couple has a daughter, Chen Hsing-yu (???), who is a dentist; and a son, Chen Chih-Chung (???), who, having received a law degree in Taiwan, studied at and graduated with a M.A. degree from the University of California in 2005.

In November 2006, Chen’s wife Wu Shu-chen and three other high ranking officials of the Presidential Office were indicted for corruption, charged with misappropriating NT$14.8 million (USD$450,000) of government funds using falsified documents. Due to the protection from the Constitution against prosecution of the sitting president, Chen could not be prosecuted until he left office, and he was not indicted, but was alleged to be an accomplice on his wife’s indictment.

Chen’s term as President of the Republic of China ended in May 2008. Immediately thereafter, prosecutors began investigating him regarding allegations that he misused his discretionary “state affairs fund”, as well as his connection to the first family’s money-laundering activities. He resigned from the Democratic Progressive Party on August 15, 2008, one day after admitting to falsifying past campaign expenses and wiring campaign contributions to overseas accounts.

In November 2008, Chen was escorted by a security staff, into the Taipei prosecutor’s office for questioning. After 6 hours, he left the Supreme Court prosecutor`s office in handcuffs, was arrested and detained. The charges each carry a minimum penalty of 5 years imprisonment. Following a 6 day hunger strike while in detention, Chen collapsed and was rushed to Taipei’s Far Eastern Memorial Hospital, where he was later transferred to Panchiao Hospital for force-feeding. Despite Chen’s lack of interest in appealing, his lawyer Cheng Wen-long completed a motion seeking his release from detention and filed a notice of appeal of the court’s decision, along with a petition for constitutional interpretation to restrain actions violative of the Constitution.

Prosecutor General, Chen Tsung-ming said that after Chen’s case had been removed to the Taipei Local Court, he would re-file a petition for Chen’s detention. Chen and the main opposition DPP have accused President Ma Ying-jeou‘s administration of “using the scandals to plan a political plot against the former leader.”

Meanwhile, The Straits Times reported that “prosecutors are to investigate former President of the Republic of China and Chairman of the Kuomintang from 1988 to 2000, Lee Teng-hui on suspicion of money laundering, based on allegations made by Chen during his own questioning recently that his predecessor transferred large funds abroad through dummy accounts.” Mr. Lee angrily denied the accusations concerning “a suspected transfer of 50 million Taiwan dollars (US$2.26 million) to Mr Lee from a local stock investor via overseas dummy accounts.” Charges also included transactions made at the end of Lee’s tenure and at the beginning of Chen’s term, including “one billion Taiwan dollars that had been wired to various countries including Singapore.”

The China Post calls for calm and urges fair trial for Chen. “All the people should wait patiently for the outcome of the trial … They shouldn’t do anything to influence the judges in any way, because the rule of law in Taiwan is at stake. We should show the world that Taiwan is a democracy where anybody who commits a crime, be he a man on the street or a former president, is duly punished.” it said.

Two railfans and a security officer who were at the Metrolink station in Chatsworth, California on the afternoon of Friday, September 12, when Metrolink Train 111 collided with an oncoming freight train, say the train had received a green signal just before the collision. The witness accounts were published in a recent Los Angeles Times article. The wreck killed 25 passengers and injured dozens more.

The accounts, if true, contradict the preliminary findings of officials investigating the crash, who have said that a red light was ignored. It was estimated that 350-400 passengers were aboard the Metrolink train when it crashed.

The signal in question is located about a mile from the Chatsworth train station but, according both to witnesses and to investigators, is clearly visible from the station platform. One of the civilian witnesses, a railfan, was expecting the oncoming freight train, but says that when he looked at the signal to see whether the train engineer had an indication to proceed or not, he saw that it was green. A few days later, both he and the other civilian witness told a Federal investigator what they had seen. According to an expert interviewed by the Los Angeles Times, false green railway signals are an extremely rare event, but they do occur.

It is not uncommon for eyewitness reports to disagree with each other or to be unreliable. However, in this case, the accounts of three witnesses agree with each other, and one of the witnesses is a professional security guard. It is not known whether there are other witnesses who disagree with the three.

Federal investigators have been focusing their investigation on cellphone records, which show that the engineer of the ill-fated Metrolink 111 commuter train had been sending and receiving text messages, including one only 22 seconds before the crash. They also conducted extensive tests of the signaling system. The signaling system functioned normally during the tests, and computer records show that the signal in question had been red immediately prior to the collision.

Federal regulations require railroads to notify the Federal Railroad Administration any time that a false signal to proceed is known to have occurred. A number of different conditions can cause false proceed signals, including communication circuit failures, wiring errors or, more rarely, software bugs. In one instance, such a design flaw on an Amtrak line went undetected for nearly 35 years.
