Red Cross says 100 dead after roadworks trigger pipeline explosion in Nigeria

Roadworks have triggered a massive explosion and fire on a fuel pipeline running through Ijegun, a suburb on the outskirts of Nigerian capital Lagos. Although the Nigerian Emergency Management Agency puts the current death toll at ten, the Nigerian Red Cross says at least 100 people have died.

The oil pipeline was fractured after a construction vehicle struck it and erupted into a fireball, with fuel running down the street. At least twelve homes caught fire, and students ran from a nearby school that was also threatened. According to witnesses, students are among the dead.

Firefighters have extinguished the blaze and work is now underway to try and reunite people separated during the fire and account for those present at the time.

Disasters such as this happen regularly in Nigeria, but they are usually attributable to organised criminals breaking into pipes for their content or terrorist attacks, whereas this event appears to have been an accident.

US Senator Kennedy has brain tumor surgically removed

Today, United States Senator Ted Kennedy underwent surgery for a brain tumor at Duke University Medical Center. Kennedy, 76, was diagnosed with malignant glioma, a common but dangerous form of cancer, after suffering a seizure on May 17.

Kennedy has met repeatedly with friend and medical advisor Dr. Lawrence C. Horowitz to plan a course of treatment. The first, of the major phases of that treatment has now been completed, and it is expected that chemotherapy and radiotherapy will follow.

“I am pleased to report that Senator Kennedy’s surgery was successful and accomplished our goals,” said Dr. Allan Friedman, the chief of neurosurgery at Duke, who performed the surgery. “After a brief recuperation, he will begin targeted radiation at Massachusetts General Hospital and chemotherapy treatment,” Friedman added.

In talks with the press, the senator has focused on his future beyond surgery. In a prepared statement issued by his office, Kennedy stated, “after completing treatment, I look forward to returning to the United States Senate and to doing everything I can to help elect Barack Obama as our next president.”

Closure of Guantánamo prison will take longer than expected

The New York Times said on Wednesday that the Obama administration may not be able to close the United States military prison at Guantánamo Bay, Cuba and transfer terrorism suspects held there until 2011 at the earliest.

The administration announced plans last week to acquire an under-utilized state prison in the Midwest state of Illinois to house up to 100 Guantánamo detainees. However, The Times says the United States Bureau of Prisons does not have enough money to pay the state for the facility, which would cost about $150 million.

The report says the White House approached lawmakers on the United States House of Representatives Appropriations Committee several weeks ago about adding $200 million to the 2010 military spending bill for the project. Democratic leaders refused, defeating the request due to the project’s controversial nature.

The administration wants to buy the prison as part of efforts to fulfill President Obama’s order to close Guantánamo Bay. The president has acknowledged that the January 2010 deadline for closing the prison will not be met. The plan to close the prison and house the terror suspects in the U.S. has been met with fierce opposition by some members of Congress. Republicans say the closure of the prison and moving of inmates to American soil will make the country a greater target for terrorists.

The White House contends that the current prison at Guantánamo has become a terrorist recruiting symbol. It also pointed out that it would save taxpayers money as the Department of Defense currently pays $150 million to run the Guantánamo prison, while it will only cost $75 million to run the prison in Illinois.

However, some moderate Democrats have also raised concerns, Representative Loretta Sanchez, Democrat from California cited security concerns saying “[p]articularly making something on U.S. soil an attraction for Al Qaeda and terrorists to go after — inciting them to attack something on U.S. soil — that’s a problem, and we need to think it through.”

Senator Jim Webb, a Democrat from Virginia recently stated that suspects of terrorism “[d]o not belong in our country, they do not belong in our courts, and they do not belong in our prisons.”

Guantánamo, which now has some 200 inmates, has been harshly criticized by human rights advocates for the alleged abuse and mistreatment of detainees.

The Times says the Obama administration will not have another opportunity to secure funding for the Thomson Correctional Center until Congress takes up a supplemental appropriations bill for the war in Afghanistan. The bill is expected to be finished in March or April.

However, the newspaper says the administration is more focused on securing funding for the Illinois facility in appropriations bills for the 2011 fiscal year, which will not be debated until late 2010. Officials told the Times it could take eight to 10 months to install new fencing, towers, cameras and other security upgrades to the Thomson Correctional Center before any transfers take place.

Thailand’s Supreme Court today ruled that the family of former Prime Minister Thaksin Shinawatra be stripped of 46.3 billion baht (US$1.4 billion) in frozen assets, more than half of a contested $2.3 billion fortune. According to the court, the seized assets were illegally gained while Thaksin was Prime Minister; specifically, his familial involvement and connections with Shin Corporation.

In a statement released by the court, the judges said that Thaksin had adjusted government policies to favor telecommunications businesses, including Shin Corporation, a large telecommunications company owned by Thaksin, and his family, and sold to a Singapore investment firm in 2006. Additionally, Thaksin was alleged to have deposited shares held in Shin Corporation with family members whilst in office – a move to avoid, under Thai law, illegally holding any company stock while Prime Minister. Additionally, he was found to have unfairly promoted a $127 million loan to Burma – benefiting a satellite communications firm controlled by his family.

In a response from an undisclosed location outside Thailand, Thaksin contested the ruling, claiming the case was politically motivated and that, “the court was used to get rid of a politician.” In his remarks, he said that he came by his wealth legally, and he would continue his fight against both the ruling and the party that ousted him in 2008. In Thailand, Thaksin’s red-shirted supporters publicly opposed the verdict; although, no significant disturbances have been reported despite government warnings over the possibility violence. Instead, protesters say they plan a mass demonstration against the ruling sometime in March.

An investigation into the fatal 2009 Washington Metro train collision conducted by the National Transportation Safety Board (NTSB) called for new safety and maintenance rules. The report, released today, blamed the crash on the faulty automatic train-control system. The report also cited the use of dated 1000-Series train cars. The 2009 crash, which killed 9 and injured 80, occurred during the evening rush between the Takoma and Fort Totten stations on the Red Line.

NTSB Chairman Deborah Hersman said that the system is currently regulated by state and local agencies. She called for Federal oversight. “Now it’s really time for them to step up to the plate and for Congress to address the issue,” Hersman said during the release of the findings.

In 2009, Hersman told Congress that Federal safety guidelines should be set saying “the state oversight system is not effective, they don’t have any teeth.” Currently the Federal government has control of interstate transit systems, not regional or local transit systems.

The Washington Metropolitan Area Transit Authority (WMATA) said yesterday that it would replace all of it’s 1000-Series trains with newer models. After the crash, then WMATA general manager, John Catoe said that “the system is safe.” WMATA’s interim general manager Richard Sarles said that “We are committed to considering and following through on the findings and recommendations.”
