When looking at size and weight of small cigars and large cigars compared to ciga

rettes, legal definitions get very confusing. Since 2009, small cigars have been defined as thos e that weigh 3 pounds or less per 1,000 cigars. Some of the larger cigarettes can weigh

more than 3 pounds per 1,000. Still, any cigar weighing more than 3 pounds per 1,000 is

taxed as a large cigar, despite being smaller than some cigarettes.

Why so many options?

Cigars that are sold like cigarettes and smoked like cigarettes are anothe

r way the tobacco industry has managed to get around federal laws and taxes. For example, cigars that are small in size but meet the legal definition of large cigars (based on weight) a

re taxed at lower rates than cigarettes and small cigars by state and federal gover

nments. The tobacco industry uses this to their advantage.

Certain combustible tobacco products (those that are burned and smoked) can be sold in

packs like cigarettes and be used like cigarettes, but not legally be consider

ed cigarettes.

This means theyre not subject to US Food and Drug Administration (FDA) regulations

related to manufacturing, flavoring, labeling, and marketing. For instance

, these products can be flavored, and can be labeled with misleading descriptors like light or low tar.

They can be marketed and sold with fewer restrictions and much lower taxes tha

n cigarettes. And the candy flavors and low price makes them more appealing and

accessible to young smokers.

While overall data shows that cigarette use has decreased, the use of other combus

tible tobacco products has increased. So, these low-priced and less-regulated products see

m to have led some cigarette smokers to switch to other combustible tobacco products, and

cigarette-like cigars are especially popular.

In fact, since the federal tobacco excise tax was increased in 2009, statisti

cs show that large cigar and pipe tobacco use has increased, while cigarette and little c

igar smoking has decreased. This is the result of a new legal definition of large cigar a

nd offering cigarette smokers and curious kids a lower-priced, less regulated tobacco option

‘ cigars.

Are cigars as addictive as cigarettes?

Cigars contain nicotine, the substance in tobacco that addicts people. Cigar smokers

who inhale absorb nicotine through their lungs as quickly as cigarette smokers. For those w

ho dont inhale, the nicotine absorbs more slowly through the lining of the mouth. Cigar

smoke dissolves more easily in saliva than cigarette smoke. This means cigar sm

okers can get the desired dose of nicotine without inhaling the smoke directly into their l

ungs.

People who use oral or spit tobacco products absorb nicotine the same way. Nicotine in

any form is highly addictive.

Even though people may smoke cigars for different reasons, the fact is, like cigar

ettes, cigars deliver nicotine. Most full size cigars have as much nicotine as

several cigarettes.

Cigarettes contain an average of about 8 milligrams (mg) of nicotine, but only

deliver about 1 to 2 mg of nicotine to the smoker. Many popular brands of larger cigars contain between 100 and 200 mg, or even as many as 444 mg of nicotine. The amount of nicotine a cigar delivers to a smoker can vary a great deal, even among people smoking

the same type of cigar. How much nicotine is taken in depends on things like:

How long the person smokes the cigar

How many puffs are taken

Whether the smoker inhales

Given these factors and the large range of cigar sizes, its almost impos

sible to make good estimates of the amounts of nicotine larger cigars deliver.

For small cigars, Health Canada estimates that filtered little cigars that are the size and shape of cigarettes contain about the same amount of nicotine as a cigarette. If t

hese are smoked like cigarettes (inhaled), they would be expected to deliver a similar am

ount of nicotine, but this has not been fully tested.

Cigar smokers in the past were mainly middle-aged, older men with higher education and income, but most

new cigar

users today are teens and young adults.

Abdelbaset Ali al-Megrahi, the only individual convicted in connection with the bombing of Pan Am Flight 103 in 1988, has been released by Scottish Justice Secretary Kenny MacAskill, on compassionate grounds.

Megrahi is suffering from terminal prostate cancer and will be allowed to return to his home country of Libya.

270 people were killed when, on December 21, 1988, the Pan-Am flight from London’s Heathrow Airport to New York’s John F. Kennedy International Airport was destroyed by a bomb whilst in flight over southern Scotland.

A police convoy escorted Megrahi from his former prison home in HMP Greenock to Glasgow Airport, where he boarded an Afriqiyah Airways flight to Tripoli. He was told he could not remain in Scotland on security grounds.

In announcing the release on compassionate grounds, Justice Secretary MacAskill stated, “Al-Megrahi now faces a sentence imposed by a higher power. It is one that no court in any jurisdiction could revoke or overrule. It is terminal, final and irrevocable. He is going to die”.

The conviction remains controversial. Last year then-president of US group Victims of Pan Am Flight 103 told Wikinews that the vast majority were satisfied in Megrahi’s guilt. UK Families Flight 103 painted a very different picture to Wikinews of the opinions in Britain: “UK Families have different views about Megrahi’s guilt or innocence. Certainly some, including my husband and I, believe that we are not in a position to make a judgment about whether he was involved in some way or not,” said group coordinator Jean Berkley, whose son was killed. “Much of the evidence at the trial was circumstantial and confusing and it is a fact that the Scottish Criminal Cases Review Commission, after considering the matter for three years, came to the conclusion that there were grounds for appeal. The UK families are united in believing that the full independent inquiry for which we have been asking since 1989 should now take place, to deal with the many unanswered questions and enable the evidence which would have emerged from the now abandoned appeal to be made public.” This is in sharp contrast to The Daily Telegraph, which earlier reported that the majority of British families felt Megrahi was innocent.

The United States government had been strongly opposed to any possible release. US Secretary of State Hillary Clinton had previously called the possibility “absolutely wrong”. MacAskill sought to justify the decision by commenting that “Compassion and mercy are about upholding the beliefs th[at] we seek to live by, remaining true to our values as a people – no matter the severity of the provocation or the atrocity perpetrated.”

Megrahi issued a statement shortly before leaving HMP Greenock in which he maintained his innocence. “The remaining days of my life are being lived under the shadow of the wrongness of my conviction. I have been faced with an appalling choice: to risk dying in prison in the hope that my name is cleared posthumously or to return home still carrying the weight of the guilty verdict, which will never now be lifted. The choice which I made is a matter of sorrow, disappointment and anger, which I fear I will never overcome,” said Megrahi.

Robert Gibbs, press secretary for the White House, said “The United States deeply regrets the decision by the Scottish Executive to release Abdel Basset Mohamed al-Megrahi. As we have expressed repeatedly to officials of the government of the United Kingdom and to Scottish authorities, we continue to believe that Megrahi should serve out his sentence in Scotland.” Many US victims have also reacted with anger.

Many US victims’ families have reacted with anger. One relative commented that “This might sound crude or blunt, but I want him returned from Scotland the same way my wife Lorraine was and that would be in a box.” Dr. Jim Swire, a UK victim, disagreed, saying Megrahi had “nothing to do with” the disaster and calling the earlier dropping of the appeal “a blow to those of us who seek the truth.”

Megrahi’s plane was greeted by crowds in Tripoli waving both Libyan and Scottish flags. Seif al-Islam, son of Libyan leader Moamer Kadhafi, held his hand as he exited the aircraft amid heavy security. Loudspeakers broadcast patriotic music and it is reported that celebrations are ongoing in Tripoli.

Buffalo, New York —The proposed Elmwood Village Hotel got the final approval it needed from the city of Buffalo’s Planning Board this morning.

In a unanimous vote, the Board approved most of the design and site plan of the hotel.

The Elmwood Village Hotel is a proposed hotel by Savarino Construction Services Corporation and is designed by architect Karl Frizlen of the Frizlen Group. It is to be placed on the corner of Elmwood and Forest Avenues in Buffalo and will require the demolition of at least five properties (1109-1121 Elmwood).

Despite the fact that today’s meeting was not a “public hearing”, several citizens lashed out at the Board after the approval.

“Thanks for destroying Buffalo,” said one man.

“[I am] disgusted. Because they did not allow the community to speak, it is the bastardization of the concepts of justice and democracy, and that’s what happened [today],” said Clarence Carnahan, a local business owner and concerned citizen, to Wikinews. He also referred to some board members as “immoral pigs.”

“[I feel] frustration because no one could speak. I was going to address the displacement of all the shops that are there and that they should be grand-fathered into the new space. We did not get to say that. [I am disappointed] that they are endorsing this enormous monstrosity.” said Nancy Pollina, co-owner of Don Apparel with Patty Morris at 1119 Elmwood.

Although the Board approved the hotel proposal, Savarino Construction must still go before the board to approve things such as signage and lighting. The Planning Board meets again on April 11, 2006 at 8:00a.m., but it is unknown if the hotel proposal will be on the agenda.

Pano Georgiadis, owner of Pano’s Restaurant at 1081 Elmwood and owner of 605 Forest Avenue in Buffalo, threatened to sue Savarino Construction at a public meeting on March 15, 2006 saying, “if you try to get a variance to change the code, I will sue you. This is my home, number one. If you go against city code, and you try to do the most rooms with a minimal amount of parking, again, I will sue you.”

Today, Georgiadis confirmed to Wikinews that he is “definitely” suing, but that his “situation is different” as compared to others looking into legal action. “This is my property. They did it [changed the code] without my approval.”

Last week, the Common Council voted and approved the rezoning of all five properties including 605 Forest.

Some are also considering taking the case to the New York State Supreme Court to “seek an injunction”and would go “pro se, meaning I am going to present the case myself,” said Carnahan.

Despite the approvals by the Common Council and Planning Board, organizers schedulaed another protest for Saturday April 1, 2006 at 2:00p.m. on the proposed site at Forest and Elmwood.

“We are not going to go down without a fight. We are going to go kicking and screaming,” said Pollina.

The U.S. Department of Labor has released data showing that more than 1,000 private military contractors have been killed in Iraq and Afghanistan, in response to a Freedom of Information request filed by Reuters.

The number is based on insurance claims filed on behalf of contractors that had been killed, and includes both U.S. and foreign contractors.

As of March 2007, an additional 10,569 contractors have been wounded in Iraq and 2,428 in Afghanistan.

There are disputes about the exact number of contractors in Iraq, but it is estimated to be between 130,000 and 180,000 U.S.-paid private military contractors, compared to 157,000 U.S. military personnel.

Despite beliefs that the contractors all belong to large military-oriented groups such as the British intelligence firm Aegis or Blackwater USA which has been labelled “mercenaries”, the jobs of contractors killed have been as varied as electrical engineer Ronald Schulz, translator Kim Sun-il and truck driver Murat Yuce.

SpaceX scrubs Falcon I rocket launch

SpaceX called off the much-delayed inaugural launch of their new Falcon 1 rocket on Saturday from Kwajalein’s Omelek Island launch site. The intent was to launch the U.S. Air Force Academy’s FalconSat 2 satellite, which will monitor plasma interactions with the Earth’s upper atmosphere and magnetosphere.

The launch was delayed, then finally cancelled after an oxygen boil-off vent had accidentally been left open. The oxygen was unable to cool the helium pressurant, which then proceeded to evaporate faster than it could be replenished. A main computer issue, probably serious enough to cause a scrub on its own, was also discovered.

This long-anticipated flight was originally expected to be launched in January 2005, however a series of setbacks forced a series of delays, with the flight most recently scheduled to be in early 2006. It was intended to be launched from the Kwajalein atoll in the middle of the Pacific Ocean.

The maiden voyage was originally intended to launch from Vandenberg Air Force Base in California with a Naval Research Laboratory satellite and a Space Services Incorporated space burial payload.

United States President George W. Bush delivered a speech Wednesday in which he urged the United States Congress to end a ban on oil exploration off of US shores. Currently there is both an executive order and a Congressional moratorium against such exploration.

The Congress issued its moratorium in 1981. In 1989, President George H.W. Bush issued an executive order in the wake of the Exxon Valdez oil spill.

President Bush said that “we should expand American oil production by increasing access to the Outer Continental Shelf, or OCS. Experts believe that the OCS could produce about 18 billion barrels of oil. That would be enough to match America’s current oil production for almost ten years.”

“I know the Democratic leaders have opposed some of these policies in the past,” President Bush said. “Now that their opposition has helped drive gas prices to record levels, I ask them to reconsider their positions. If Congressional leaders leave for the Fourth of July recess without taking action, they will need to explain why $4-a-gallon gasoline is not enough incentive for them to act.”

Senator John McCain, who is the presumptive nominee for the Republican Party, said on Tuesday that he favors offshore drilling.

Senator Harry Reid, the Senate majority leader from the Democratic Party, said: “This week’s flip-flop on offshore oil drilling by President Bush and Senator John McCain is nothing more than a cynical campaign ploy that will do nothing to lower energy prices, and represents another big giveaway to oil companies already making billions in profits.”

“It’s cynical to say that we can drill our way out of this mess,” said Athan Manuel, of the environmental group Sierra Club. “The solution to $4 gas is not off our coast.”

A recent poll conducted by Reuters/Zogby showed that about 60% of Americans support more oil drilling and refinery construction, yet nearly the same percentage also say they are in favor of conservation.

“We will take pressure off gas prices over time by expanding the amount of American-made oil and gasoline. We will strengthen our national security by reducing our reliance on foreign oil. We will benefit American workers by keeping our nation competitive in the global economy — and by creating good jobs in construction, and engineering, and refining, maintenance, and many other areas,” said Bush in his speech.

Finland and Canada — The Northern European country of Finland was named among the world’s most healthy, according to an investigation by the London-based newspaper, The Guardian. According to health experts, Finland joins Canada as having the distinction of being home to the lowest percentage of “couch potato” citizens among developed nations.

Pekka Puska, Director of Finland’s National Institute of Public Health claimed that in the 1970s, the country held the world record for heart disease. “Finnish men used to say that vegetables were for rabbits and not for men,” he said, “and the staple foods were bread and butter, fatty meat and full-fat milk!”

When the Finnish government found out the figures in the 1970s, it began a campaign to make a healthier nation. The number of males dying of heart problems has, over the past 35 years, decreased by 65 percent, and lung cancer deaths have also dropped dramatically.

Other nations are now considering using similar tactics as the Finnish government to make their own countries more healthy, but some say it is yet another example of a “nanny state.”

3.) Paint cabinet faces.
