Nominations were declared on September 21 for South Gippsland Shire’s upcoming council elections, to be held by post from October 5-22. A total of 24 people in the Australian council’s three wards have put themselves forward to stand as candidates. The shire has been governed by administrators appointed by the Victorian state government since August 2019, when the council was sacked after a state government inquiry found “high levels of tension” within the council.

Wikinews interviewed one of the candidates standing in this election, Rosemary Cousin, via email. Cousin is endorsed by the Australian Greens, and is contesting the Tarwin Valley ward, which elects three councillors to the South Gippsland Shire Council, and includes the towns of Leongatha and Mirboo North.

A week-long lockdown began at midnight yesterday in the City of Orange, Blayney Shire, and Cabonne Shire local government areas in New South Wales (NSW), Australia, after a local resident was infected with COVID-19 by a truck driver at the Nestlé Purina PetCare food factory in Blayney, which the driver had visited daily from July 13 to 16.

The decision to go into lockdown follows what ABC News described as a “crisis cabinet meeting” of the New South Wales government. Under the new regulations, residents of the three areas will only be permitted to leave their homes for “essential” reasons. Shops, schools, and construction are remaining open. Five sites in Orange have been listed as exposure venues, and people who visited one or more are advised by NSW Health to get tested for the coronavirus and to self-isolate for two weeks.

A lockdown in the Greater Sydney area, including the Blue Mountains, Wollongong, Shellharbour, and Central Coast, has been ongoing since June 26 due to an outbreak of the Delta variant of COVID-19. New South Wales yesterday recorded 78 new cases of COVID-19. The Western NSW Local Health District has put hospitals on red alert, limiting visits.

The problem with the Atkins diet and gout is that the Atkins Diet is based around the theory that a low carbohydrate, high protein intake allows the body to burn fat more easily. Great for losing weight, not so good for gout sufferers – Let me explain!

One contributory factor to gout is being overweight and ‘losing the extra pounds’ is usually one of the first suggestions that a doctor will make. As gout is such a painful condition most sufferers are looking for a weight loss program that will take the pounds off quickly without leaving them feeling deprived. This is where diets such as Atkins fit the bill. However, there is a problem…

Your body develops gout when it is not processing uric acid effectively, because of either hereditary reasons, or an increase in production of uric acid through increased intake of purine rich food, or above normal rates of cell degeneration.

Uric acid is a natural waste product that the body produces. Uric acid is dissolved in the blood stream and is eliminated via urine. If there is elevated levels of uric acid in the bloodstream due to the body being unable to process and eliminate uric acid effectively, Hyperuricemia can develop.

Although, not dangerous in itself, hyperuricemia has the side effect of depositing excess uric acid, which then crystallizes, into the spaces between joints and the soft connective tissue which links the joints. The crystals are sharp, jagged needles that cause intense pain, swelling, redness and heat in the joint.

Excess uric acid can result from a number of factors such as: not drinking enough water to keep the levels dilute, drinking too much alcohol and eating a diet high in purine-rich foods.

Purine is found mainly in protein dense foods, and predominantly animal protein foods. However, these protein rich foods tend to form the backbone of the Atkins diet and other low carb diets.

The rationale for adopting a high-protein Atkins diet, and other similar ‘low-carb’ diets is to burn of fat quickly by cutting back on carbohydrates. The theory is that carbohydrates turn to sugar and the body will target sugars first when looking for fuel to burn. As you remove or heavily restrict carbohydrates in your diet, the body has no choice but the burn the reserves of fat.

This then gives the result of quick weight loss. However, this process of burning up fat produces lactic acid as a by-product, which then has to be processed by the kidneys before elimination; keeping uric acid levels in the blood stream higher and the likelihood of a gout attacks is subsequently increased.

Another risk of following a low carb diets, if you’re predisposed to gout, is they can lead to a build up ketones in the blood stream, another compound which can push uric acid levels higher.

So, gout sufferers are usually better to follow a gout-friendly diet rather than a low-carb diet. Although the weight loss may be slower, your chances of suffering another gout attack is very reduced dramatically.

There is the option of adopting a tailored low carb diet that takes into account your gout risk, combined with other treatments to increases the expulsion of uric acid from the body.

India is the latest of the countries where the One Laptop Per Child (OLPC) experiment has started. Children from the village of Khairat were given the opportunity to learn how to use the XO laptop. During the last year XO was distributed to children from Arahuay in Peru, Ban Samkha in Thailand, Cardal in Uruguay and Galadima in Nigeria. The OLPC team are, in their reports on the startup of the trials, delighted with how the laptop has improved access to information and ability to carry out educational activities. Thailand’s The Nation has praised the project, describing the children as “enthusiastic” and keen to attend school with their laptops.

Recent good news for the project sees Uruguay having ordered 100,000 of the machines which are to be given to children aged six to twelve. Should all go according to plan a further 300,000 machines will be purchased by 2009 to give one to every child in the country. As the first to order, Uruguay chose the OLPC XO laptop over its rival from Intel, the Classmate PC. In parallel with the delivery of the laptops network connectivity will be provided to schools involved in the project.

For the first time in 40 years, the Royal Mint has chosen a new set of designs for the reverse of the coins, first introduced in the Coin Design Competition 2005. The designer, Matthew Dent of Bangor, North Wales, was paid £35,000 (GBP) for his designs, which depict the Shield of the Royal Arms spread over the six denominations below £1, with the entire shield embossed on the £1 coin.

The new coins are expected to come into circulation this summer – and Mr Dent envisions a success: “I can imagine people playing with them, having them on a tabletop and enjoying them. I felt it was important to have a theme running through from one to another.” he said, referring to the puzzle-like nature of the new design, which requires the coins to be arranged in a particular way to see the Shield of the Royal Arms.

The chief executive of the Royal Mint, Andrew Stafford, has said that the obverse of the coins will still depict the portrait of the Queen, like it has since 1998. The old coins will remain legal tender until they slip out of circulation.

Figures released by Simon Power, law and order spokesman for the National party, show that the New Zealand Labour led government lets 81% of all prisoners not do any work while in prison. Newspaper, Sunday News says that some Christchurch prisoners have been given a barbecue for good behavior.

Simon Power’s figures show that of the 7,612 prisoners only 19% (1,470) of them took part in Corrections Inmate Employment during 2006. But in 2005 it was at 23% and in 2004 it was at 26%. He says that the prisons with the least amount of inmates working are: Rolleston with 8.6%, Mount Eden with 8.7%, Rimutaka with 11%, Christchurch Women’s with 13.5% and Dunedin with 13.8%. Mr Power said: “These figures are an appalling indictment on this Government’s approach to prisoner rehabilitation and preparing them for release.”

“In May, Corrections Minister Damien O’Connor announced a strategy that he said would help in ‘significantly increasing the number of prisoners in work and training. But a week later this was shown to be nothing more than window dressing when the Budget increased funding for prisoner employment by a measly $336,000 – up 1%.”

“They have cut funding [on the Corrections Department] by 27% since 2001/02, from $46.5 million to $34 million.”

Mr Power blames the low work rate on the big prison construction budget of $490 million. “There would have been more than a miserable $336,000 extra to spend on effective rehabilitation and work schemes,” he said.

“[Mr O’Conner] seems happier to spend $11 million on landscaping four new prisons and allow prisoners to sit around playing Playstations and Xboxes on their flat-screen TVs than he is about helping them get better prepared for when they are released.”

“Prisoners should be doing meaningful work, training or study while they are in prisons, and I imagine the public would agree,” Mr Power added.

Mr Power, commenting on the barbecue, said: “These people are in prison because they were found to be in serious breach of the law. The victims of their crimes will be grossly offended by the idea that they are being rewarded for anything. This is the just the latest in a long line of incredibly bad decisions made by the Corrections Department over the past year and taxpayers have had enough.”

Bevan Hanlon, president for the Corrections Officers Association, said: “The Mobsters getting a BBQ was a “joke”. (Christchurch Prison) staff are reporting the smell of dope every day. Mobsters are threatening staff on a daily basis and there appears to be high cellphone use (mobile phones are banned in jail). So what happens? They are given a BBQ.”

SHIRLEY and NEIL decided to buy a duplex using their self directed IRA real estate plan, so they instructed their IRA custodial manager to buy the duplexes jointly using both of their IRAs to borrow 60% of the purchase price from a national non recourse lender. The units were fully rented and the net operating income was enough to make the mortgage payments each month. About six months after buying the units a fire started in one of the kitchens and smoke damage meant both unit were made uninhabitable, until the damage had been repaired and the units cleaned up.

Of course Shirley made a claim on her insurance immediately, but the insurance money did not come through in time for the IRA to meet the next mortgage payments. Shirley decided to make the payment personally so her IRA would not be in arrears. This could have been considered an excess contribution, as Shirley was only entitled to make $5000,00 in contributions per year. She should have paid the money to her IRA and let that pay the mortgage. The next month the insurance company paid the claim money to her IRA. If Shirley had another month of no cash flow she could have made contributions to her IRA and claimed them as excess contributions, subject to an excess contribution filing and 6% potential penalty annually, until the excess was removed or the contributions she was entitled to make yearly added up to the amount of the excess. NEIL had an investment property that he had purchased at a good price. However, he realized that his tax benefits would be much better, if his self directed IRA real estate plan owned the property. He knows that he can not sell his property to his IRA without A Prohibited Transaction Exemption. And he knew that that would not be forthcoming, so he decided to sell the property to his friend Edward. Edward was not aware that Neil was trying to bypass the Prohibited Transaction rules, Neil just told Edward that he needed to transfer some assets, and he would sell the property to Edward for a nominal amount and Neil would pay Edward for helping him out, The Title company would record the transaction in Edwards name and Neil would pay all the fees and taxes.When the sale had gone through Neil directed his IRA custodial manager to buy the property from Edward. The IRA custodial manager worked in with the Title Company to follow Neils directions. While this was going on Edward rang up the IRA manager and asked how IRAs could buy property as he had not heard of this before, Edward mentioned he was just doing this deal with a friend and he would like to do the same thing. The manager told Edward he would look at the transaction more closely and would get back to him, and yes, he could use his IRA to buy and sell property. Neil was right, the Dept of Labor would not grant him a Prohibited Transaction Exemption. The property was not an arms length transaction and Neil was in the process of entering into a prohibited Transaction with his IRA and was defying the rule that said you can not do something indirectly that you can not do directly. Edward told Neil what he had learned from the manager, but NEIL already knew, as the manager had rung him up straight away. The upshot was that NEIL lost $5000,00 because he bent the rules, Edward didn’t want the property so he gave that back. Neil having received an lesson about bending the rules, kept on the straight and narrow after that, and went into a partnership in a self directed IRA real estate plan with Edward. Following a similar experiment in 2009, six men entered an enclosed room in Moscow last Thursday to simulate a flight to Mars. The Mars-500 team consist of a Chinese man, a Frenchman, an Italian, and three Russians. Only the Chinese man, Wang Yue, is a trained astronaut. The six waved goodbye, crying “see you in 520 days’ time!”.

According to Wang, not being able to see their families and friends was one of the greatest challenges, although e-mail is allowed during the experiment. Both Wang and the Frenchman, Romain Charles, expressed pride to be part of this experiment. Wang said, “it will be trying for all of us. We cannot see our family, we cannot see our friends, but I think it is all a glorious time in our lives.”

The joint-effort project is being organised by the Russian Institute for Biomedical Problems (IBMP) and the European Space Agency; the goal is to study physical and psychological effects on would-be astronauts. All six men speak reasonable English; however, as Russian is another primary language for the simulated trip, Russian crew member Sukhrob Kamolov said body language will be used should they fail to understand one another.

Food for the volunteers will be rationed as it would in a real Mars mission. All supplies were supplied by China and loaded into the ‘simulated spacecraft’ prior to the beginning of the experiment. For backup, China is sending three mission support staff to Russia.

No women are included in the crew, excluding issues relating to a mixed-sex crew from the study. During a similar experiment in 1999, a woman complained that the captain attempted to kiss her.

Following 250 days of “travelling” to Mars, the group will split. Three will stay in the “spacecraft”, the other three going to the surface of “Mars”. Only two will actually leave the “spacecraft” to study the surface of “Mars”. After a month, the group will go through the return journey simulation, a 240 day trip. The men will follow a strict timetable, with 8 hours each of sleep, work, and leisure each day.

An avalanche on U.S. Route 40, which was 100 feet wide and 15 feet deep, has buried many cars, caused other cars to be pushed over the edge of an expressway, and injured eight people, just outside of Denver, Colorado. The avalanche started at 10:30 AM, starting about 12 miles off Interstate 70, and taking three different paths down the mountain before coming to a stop.

“Our crews said it was the largest they have ever seen. It took three paths,” said a spokeswoman for the Colorado Department of Transportation, Stacey Stegman.

All eight (7 adults, 1 minor) have been taken to the St. Anthony Central Hospital in Denver. According to a hospital spokeswoman, all of the victims suffered minor injuries. Seven patients were released on Saturday. There were no casualties.

U.S. route 40 is currently closed to traffic. According to Winter Park spokesman Matt Sugar, there are no plans to close the ski hills. “We’ve gotten calls from all over the country asking if the resort is closed,” he said, “and the answer is no.”

This is the third snow storm to hit the Denver area in three weeks.
