Buffalo, New York —Savarino Construction Services Corp. has proposed a $7 million hotel project at the Forest and Elmwood Avenue intersection, according to The Buffalo News. The proposal calls for a 5-story, 45,000 square-foot 80-room hotel with underground parking for at least 50 vehicles, and 4,500 square-feet of retail space on the lower level.

Hans Mobius, the owner of the five properties to be purchased in the plan (1109 to 1121 Elmwood), reportedly signed a contract with Savarino to assemble the development.

“We saw a huge opportunity to bring something to the Elmwood Village that will make sense and bring a service that’s currently not available,” said Eva Hassett, vice president of Savarino. “Elmwood is such a wonderful place to eat, shop, walk and spend time. We believe this project will add to that vibrant environment.”

Some business owners in the area see it differently. Wikinews interviewed 2 of the 4 owners whose business’s would be demolished if the development goes through.

Nancy Pollina, of Don Apparel at 1119 Elmwood, who found out about the development only yesterday, said she is “utterly” against the proposal. Her apparel shop has stood at the same location for nearly 14 years. She has volunteered in the community, and helped create several gardens around bus shelters in the city, and served on Forever Elmwood Board for six years as head of Beautification. Patty Morris co-owns Don Apparel with Pollina.

“To say this is a good looking project, I want to say the emperor has no clothes. This [project] does not take into consideration the needs of the college students. I have been told by college students, these shops here, are the reason they leave the campus,” said Mrs. Pollina.

Buffalo State College is 500-feet from the intersection.

Michael Faust, the owner of Mondo Video said, “Well, I do not really want to get kicked out of here. The landlord was very open, and the deal he made with me when I moved in here was ‘the rent is cheap and I [the landlord] will not fix anything and that will not change.'” Faust said he first learned of the development plan, “about 48 hours ago. I found out on Tuesday when the Buffalo News called and asked for my opinion on this.” Faust has not said if he will make plans to relocate. “We have to see if this [house] is going to get knocked down first,” said Faust.

An “informational” meeting, where citizens can voice opinions and learn about the proposal, will be held on Tuesday February 21, 2006 at 5:00pm (eastern), at the Burchfield-Penney Art Center Gallery at Buffalo State College, Rockwell Hall.

Executive director of Forever Elmwood Corporation, Justin P. Azzarella would not comment on whether or not the organization supports the development, saying, “you will just have to come to the meeting.”

Forever Elmwood Corp. is designed to preserve and protect the unique and historic nature of Elmwood Avenue and its surrounding neighborhoods and encourage neighborhood commercial revitalization. The organization was founded in 1994.

Nearly two years ago, the Forever Elmwood Corp. assisted in the blocking of the demolition of the Edward Atwater house at 1089 Elmwood next to Pano’s Restaurant which is at 1081 Elmwood. Owner Pano Georgiadis wanted to expand his restaurant onto the property where the house now stands, but the Common Council denied his permit to demolish saying the house is a historical landmark and needs to be protected. Georgiadis, who has a bleeding ulcer, said that all the court cases landed him in the hospital. “I got a bleeding ulcer, and since then, I don’t care about this house anymore, or this city. I just go to work every day. I think [preservationists] are parasites,” said Georgiadis.

Georgiadis will not be attending Tuesday’s meeting saying, “I will be out of town.”

In 1995 Hans Mobius proposed a plan to develop a Walgreens, that was to be placed in the same location, but residents and business owners shot down the proposal. Walgreens eventually withdrew its request for a variance after pressure from the community.

From the middle of July, Sony Corporation refreshed their senior laptop brand VAIO from “Video Audio Integrated Operation” to “Visual Audio Intelligent Organizer”. According to Sony Taiwan Limited, this refreshment is an attempt to relocate the laptop consuming market for business and entertainment factors.

In the “VAIO Experience 2008” press conference in Europe, Sony promoted their new product series for different populations including BZ for business, FW for home entertainment, Z for ultra-slim, and SR for complex applications.

Different with past series, Sony added “Clear Bright” screening technology for high-definition display, and “full-carbon production” features. BD-burning and Intel Centrino 2 processing technologies will be featured in all the new models. For security issue, Sony also embedded fingerprint system to prevent personal data to be stolen. All cell phones, when on, emit electromagnetic radiation in the microwave radio frequency range or as these days it is actually known as cell phone radiation. During the past 15 years or so, when mobile phone use has become an addiction for many worldwide, the effects of this radiation on human health has been the subject of numerous heated debates, and there are many reports that associate prolonged cell phone use to brain tumours, cancer, stress, headaches, cognitive problems, and sleep disorders.

Most of the studies into this subject that find substance in the health problem conjecture face fierce opposition. So, there are no definitive, answers as of yet, about mobile phone radiation dangers. The only thing we can be sure about is that there’s so much that we don’t know about the effects of mobile phone radiation, and that the full impact may actually only be known years from now when it is too late to reverse any damage.

The thing is like smoking you won t necessarily die as a result of using a cell phone but you might and again like smoking we won t know the real risks of contracting illnesses like cancer until the majority of the world has been using them for about 25 years which depending where you live is somewhere between 5 & 15 years from now. So it s decision time, do we carry on regardless playing this game of Russian roulette holding our favourite microwave emitting device against our brains and hoping there s no round in the chamber so to speak? Personally I m opting out of the worldwide cell phone cancer experiment and opting into the worldwide cell phone safety debate by taking some simple precautions, you might like to join me!

Traditionally we have been advised to use headsets but most of these use wires which transmit the radiation direct to the brain just like your mobile, then there are of course blue tooth headsets but they too emit mobile phone radiation direct to the brain and they do it all the time they are attached to your head and turned on regardless of your phone use.

So what can we do?

1.Keep the phone away from your body.

2.Text more and talk less.

3.Use speakerphone function.

4.Use your land line.

5.Turn off your mobile phone while charging.

6.Keep cell phones away from children.

7.Do not allow your children their own mobile phone.

8.You can choose a phone with a low radiation emission by going for one with a low SAR value.

The best protection though after taking all the above precautions is to use a cell phone radiation shield pouch but be aware it must be one that deals with both the near and far field radiation emissions from your cell phone such as the Blocsock .

Children are certainly accepting a higher risk and this has been put down to the fact that they have a softer skull until they finish their growth spurt. I don t want my children to suffer any long term effects but trying to get them to use a Blocsock has been traumatic. A US Airways Airbus A320, Flight 1549, has made an emergency landing in the Hudson River after a failed attempt to take off near Manhattan. There were 148 passengers and five crew on the flight to Charlotte from LaGuardia Airport. The plane took off at 3:26 PM EST (UTC-5) and went down minutes later. All aboard survived the landing.

The United States Coast Guard has reported that they have sent units to the scene of the incident, and that a nearby ferry was giving life jackets to survivors. According to witnesses, the plane landed in the river, making a large splash in the water, at a somewhat gradual angle.

“This looked like a controlled descent,” said Bob Read, who witnessed the incident from his office.

A source told The Wall Street Journal that the plane initially was maneuvering to make an emergency landing at nearby Teterboro Airport in New Jersey, but lost too much altitude and had to ditch in the river.

Unconfirmed reports cite the pilot as saying that the plane encountered a flock of geese and that some of them went into both of the jet’s engines, leading to a loss of powered flight. Passengers told the press that they heard a loud bang shortly after takeoff.

A Federal Aviation Administration official said that the plane was airborne for only three minutes. For these rare water landings, pilots are trained to bring the plane down as they would on land, but with the landing gear still retracted.

Residents of a Leeds, England neighbourhood have requested help from a council because their neighbourhood is plagued by crime, overcrowding, and community tensions.

Leeds City Council received a request for help from residents of Hyde Park, who said they were worried about the increasing level of anti-social behavior and worsening community relations. A report will be unveiled on Wednesday by a council delegation, highlighting the problems in the area. “The people living in Hyde Park come from widely different population groups… these groups have very different customs, needs and living styles and this can provoke high levels of tension in the area,” the delegation said.

The council claims that because of the 28 per cent ethnic minority population and the 40,000 students living in the neighbourhood, there are tensions between residents. They added, however, that they are actively encouraging people to work together, citing a multi-faith forum, a cricket competition and activities which bring old and young together.

The report says that the council are trying to build relationships between Muslims and police, something which they said is “particularly important after the area’s connection to the London bombings on 7th July 2005.” A local newspaper reported that “the Shebab project introduces young Muslims to role models from sport and culture and also runs scholars’ talks to counter extremist ideologies.”

Crime has increased by 7% in the past year in Hyde Park, and residents noted that anti-social behaviour was getting worse. The council said that an anti-burglary task force had helped to reduce the number of thefts from homes. Residents complained that there was a lack of pride in the area, and at the end of the academic year in the summer, large piles of rubbish were left in streets, yards and alleyways. The report adds that the council operates a recycling scheme aimed towards teenagers, and that rubbish collections have increased.

The Guardian reported on Wednesday that campaigners are attempting to “take control of a derelict school building and transform it into a community hub are appealing for sponsors and partners in a bid to turn their dreams into reality.” They say that the unused building, owned by the council, could be used for meetings and events. A volunteer group of residents have been working on a business plan, and have gained support from local businesses to create “a vision of an open, accessible and valuable resource for all.”

A member of the commitee, however, said he was “frustrated” with the council’s attitude towards the plans. “The RPCC is slightly frustrated with certain communication issues that we’ve had with the council, but we’re working with them and hoping to gain further assistance going forward,” he said. “It’s a shame that certain setbacks could have been avoided.”

The deputation added that “a major factor in Hyde Park’s suffering is its high level of population density”, which they conceded is something they are unable to change. The council responded to complaints that streets are “cheap and unhealthy takeaways, letting agents and boarded-up shop fronts,” by saying that Hyde Park Corner and Headingley are, according to the Yorkshire Post, “thriving shopping areas and work had taken place to ensure a good mix of outlets.”

The report concludes: “The council acknowledges that because of the very particular circumstances which exist in the neighbourhood, Hyde Park faces difficult challenges which affect the quality of life of residents and that ‘normal’ service levels may not be sufficient to tackle some of these. The council will do more to enable local people to influence how services work and how local problems are tackled. Local community and voluntary groups will be invited to play an active role.”

Viktor Schreckengost, the father of industrial design and creator of the Jazz Bowl, an iconic piece of Jazz Age art designed for Eleanor Roosevelt during his association with Cowan Pottery died yesterday. He was 101.

Schreckengost was born on June 26, 1906 in Sebring, Ohio, United States.

Schreckengost’s peers included the far more famous designers Raymond Loewy and Norman Bel Geddes.

In 2000, the Cleveland Museum of Art curated the first ever retrospective of Schreckengost’s work. Stunning in scope, the exhibition included sculpture, pottery, dinnerware, drawings, and paintings.

City Leaders Say Property Tax Offers Little Relief, Lots Of Pain}

A local official said, a property tax reform bill aimed at slowing the growth of tax rises in Texas would confine the flexibility of local governments to pay for police and firefighters, construct new roads and provide essential services while giving homeowners minimal relief from rising tax bills.

Recorded a month ago, Senate Bill 2 would require cities or countries to look for voter endorsement for any property tax rate increase that surpasses 4%. Right now, the law takes into account for hikes up to 8% without setting off a rollback election.

The measure would save a little more money of taxpayers because the municipal property tax represents just 16% of the taxes paid by Texans, City officials in Tarrant County Appraisal District (TAD) said. (About 50% of local taxes go to school districts.) But it could largely affect city budget.

Fort Worth Mayor Betsy Price stated that the bill would curtail the citys ability to provide roads, infrastructure and public safety for a fast-growing population. She says the 8% cap has given the city the flexibility to do what we needed to do in good times and bad.

Arlington Mayor Jeff Williams says its too early to decide the bills real impact the Legislature doesn’t meet until one month from now but noted that its well known that costs keep rising.

Texas State Senator, Paul Betterncourt, author of the bill, discovers that the comments by city officials are not straight forward. He said local governments can simply go to the voters and seek approval.

According to his Senate Select Committee on Property Tax Reform and Relief, a 90-page report shows an average home property tax appraisals have risen 22-24% over the past two years in the Fort Worth area and 20% in San Antonio. But the report indicates that from 2011 to 2015 levies jumped 14% in Fort Worth and 52% in Harris County.

Ability-to-pay

Bettencourts efforts to bring property tax relief to taxpayers has the support of Dan Patrick, Lieutenant Governor of Texas, who commissioned the select committees report and has assigned the reform bill to be a top priority in the upcoming legislative session. In a statement released after the reports publication, Patrick voiced strong support for SB2 (Senate Bill 2).

Bettencourt, R-Houston, a former HCAD tax assessor-collector argues that as property appraisals in Texas increased because of its booming economy local taxing entities should have cut their tax rates because they were already getting more money from land valued at higher prices.

Instead, the committees report said that among the 4,039 taxing units in Texas, data from 2005 to 2015 shows tax levy increase of 93% for special districts such as utility and public improvement; 82% for the counties; 71% for the cities; and 39% for schools.

As a result, Texas now has the fifth-highest median property tax rate in the country at $2.17 per $100 of assessed property value, with only Illinois, New York, New Hampshire and New Jersey higher, the report says. At the same time, household median income went up 32% from 2005 to 2015, the study shows.

He said the bill would put in the same tax rate system as the school districts. It also removes the high petition threshold for calling a rollback election 7% of registered voters in the larger cities.

Bettencourt said they want to stop government growing by double digits.

Tarrant Appraisal District (TAD)

Reforming the property tax system should be done realistically to provide local officials who are closest to the people the flexibility to make the best decisions for their community, officials say.

This year, Tarrant Appraisal District (TAD) saw its property valuations go up 9%, giving the country with an extra $19 million in property tax incomes, a 5% hike. The countys operating budget is $588.2 million, which includes the general fund. Tarrant County Appraisal District commissioners cut the tax rate by a cent, or 4%, to 25 cents per $100 of valuation.

Still, the county needs to manage with what it calls state unfunded mandates such as providing attorneys for indigent criminal defendants. Last year it cost the county $14 million, and the state provided $1.7 million. The county pays $70 a day for prison-ready jail inmates. Last week, more than 100 were awaiting transfer.

Both Arlington and Fort Worth brought down their tax rates this year. Arlington cut its rate by a half percent to 64.48 cents for every $100 of valuation, and Fort Worth trimmed its by 2.3% to 83.5 cents.

Because of higher property values, both cities still experienced the increase in revenue. In Arlington, an additional $8.2 million was factored into the general fund budget. Fort Worth Appraisal District, after factoring in other considerations, benefited about $20 million for its operating budget.

If the 4% cap is imposed, cities will find it difficult to pay for initiatives, said Terry Hanson, Fort Worths assistant director over budget and analysis.

Fort Worth Appraisal District, for instance, has been able to pay for a new police station in far north Fort Worth near Old Denton Road and North Tarrant Parkway that will anchor a 6th patrol division with up to 100 additional employees with that flexibility, Hanson said.

Price agrees, saying the entire issue goes to local control. She says the council is out in the community and recognizes what its needs are. She additionally said that the proposed reform would not provide that much tax relief about $2 or $3 a month or $36 a year.

Jeff Coyle, director of government and public affairs for San Antonio, said the proposal would toss a torque into the operations of cities, which are the states economic engines, while giving little relief to taxpayers. In his city, if the bill had been on the books for the last decade, the average homeowner would have spared about $4.30 a month, while it would have cost the city nearly $300 million.

He said Bettencourts committee also continues to mischaracterize the comparison of property tax increases and personal income. A slide he disseminates fights that from 2005 to 2014 city property tax levies have raised by 60% while individual pay has climbed 62%.

U.S. Democratic Party presidential candidate John Wolfe, Jr. of Tennessee took some time to answer a few questions from Wikinews reporter William S. Saturn.

Wolfe, an attorney based out of Chattanooga, announced his intentions last year to challenge President Barack Obama in the Democratic Party presidential primaries. So far, he has appeared on the primary ballots in New Hampshire, Missouri, and Louisiana. In Louisiana, he had his strongest showing, winning 12 percent overall with over 15 percent in some congressional districts, qualifying him for Democratic National Convention delegates. However, because certain paperwork had not been filed, the party stripped Wolfe of the delegates. Wolfe says he will sue the party to receive them.

Wolfe will compete for additional delegates at the May 22 Arkansas primary and the May 29 Texas primary. He is the only challenger to Obama in Arkansas, where a May 10 Hendrix College poll of Democrats shows him with 38 percent support, just short of the 45 percent for Obama. Such an outing would top the margin of Texas prison inmate Keith Russell Judd, who finished 18 percent behind Obama with 41 percent in the West Virginia Democratic primary; the strongest showing yet against the incumbent president. Despite these prospects, the Democratic Party of Arkansas has already announced that if Wolfe wins any delegates in their primary, again, due to paperwork, the delegates will not be awarded. Wolfe will appear on the Texas ballot alongside Obama, activist Bob Ely, and historian Darcy Richardson, who ended his campaign last month.

Wolfe has previously run for U.S. Congress as the Democratic Party’s nominee. On his campaign website, he cites the influence “of the Pentagon, Wall Street, and corporations” on the Obama administration as a reason for his challenge, believing these negatively affect “loyal Americans, taxpayers and small businesses.” Wolfe calls for the usage of anti-trust laws to break up large banks, higher taxes on Wall Street, the creation of an “alternative federal reserve” to assist community banks, and the implementation of a single-payer health care system.

With Wikinews, Wolfe discusses his campaign, the presidency of Barack Obama, corporations, energy, the federal budget, immigration, and the nuclear situation in Iran among other issues.
